# What obligations and what funding for a local authority's recycling bins? By Razvan Toma (Founder, PoubelleTri) · updated 2026-09-25 ## Short answer A local authority is subject to 6/8-stream sorting for the waste it produces itself (town hall, departments, facilities). Its buildings open to the public fall under the ERP rules above 1,100 L of waste per week. To equip public spaces, Citeo's Away-from-home call for projects funds sorting bins and stations, and supply purchases below €60,000 excl. VAT can be made without prior competition since 1 April 2026. ## The local authority's own waste The ministry is explicit: local authorities are subject to the 6/8-stream sorting obligations for the waste they produce. Administrative departments, workshops, sports and cultural facilities: every site must sort at source. ## Public facilities Media libraries, swimming pools, gyms and multi-purpose halls are all ERPs (public-access buildings). Beyond 1,100 L of waste per week, the public must be able to sort packaging and paper, and biowaste. See ERP obligations. ## Funding and purchasing - Citeo's Away-from-home call for projects for public spaces. - Purchasing without competitive tendering below €60,000 excl.
